a) The six leaders enter as a retinue of Oisin, who is ostensibly seeking protection from his neighbours.  The Black Blades and the rest of the army can take care of the palace guard once the throne room door is closed. The six of you can handle the guards in the room.
b) The six leaders enter as a retinue of Hessa, who is seeking to renegotiate the terms of their treaty with the empire.  The Black Blades and the rest of the army can take care of the palace guard once the throne room door is closed.  The six of you can handle the guards in the room.
c) The six leaders are taken in as "prisoners" to the Steward.  Once in the throne room, the Black Blades can take care of the palace guard, and the rangers and the six of you can take care of the guardsin the room.
