a) Storm the city!  If Martel is right about the Steward, they aren't going to let you in, and they likely won't be expecting an attack, not to mention you now have the largest army in the empire.  It will probably be an easy siege.
b) Try to negotiate.  Sure it could take a while, and happen outside of the city walls, exposing you more easily to the Seeker's Son, but battle is dangerous, uncertain and not conducive to winning over the hearts and minds of the people.
c) Time for some serious political sneak! Send out riders to the noble families and let them know that the imperial sceptre has been found and the throne is set to be restored. What noble wouldn't want a child on that throne? The Steward would have to let you in to start testing hopefuls, or face wrath from the entire nobility.
